A Two-Part Framework 

EF has outlined two primary variables to guide asset management decisions: 

  • Annual Operating Expenses (Opex), expressed as a percentage of the total treasury.
  • Opex Buffer, which defines the number of years’ worth of reserves held for operational continuity.

Currently, EF sets an “A” target of 15% of its treasury for annual operating expenses and a “B” target of 2.5 years, meaning they keep enough funding for 2.5 years’ worth of operations in reserve. These values determine how much ETH is sold, reinvested in the ecosystem, or held for future endeavors. 

The foundation also emphasized its counter-cyclical stance, meaning it plans to provide heightened support during downturns and adopt a moderate approach during bullish market periods. 

For example, they earmarked 2025-26 as “pivotal years,” expecting intensified engagement to meet their critical deliverables during this period. 

The Ethereum Foundation also highlighted its intent to gradually reduce operating expenses over the next five years, targeting a long-term baseline of 5% Opex. They believe this figure better aligns with industry standards common to endowment-based organizations. 

How EF Strategically Invests Crypto Assets 

Managing crypto-based reserves requires not only financial acumen but also a strict adherence to Ethereum’s principles. EF prioritizes safety, security, and decentralization, especially when deploying its funds. 

Their Key Principles Guiding Crypto Investments 

  1. Safety and Security – The team values “battle-tested” protocols that are immutable, audited, permissionless, and trust-minimized. Don’t we all! The foundation evaluates projects and only invests in what it believes will make a positive contribution to Ethereum’s ecosystem without introducing vulnerabilities. 
  2. Moderated Risk and Reasonable Returns – Like many organizations that undertake this type of investment, the EF leans toward conservative, liquid investments to balance risk, with a focus on maintaining the flexibility of its portfolio. Higher-risk investments occur but are capped at smaller allocations. 
  3. Ethereum’s Core Goals – All investment choices remain deeply rooted in Ethereum’s principles of decentralization, openness, and financial sovereignty. It supports “cypherpunk” applications that prioritize privacy, open-source technology, and minimal reliance on intermediaries. 

Ether Sales and Deployments 

EF maintains a disciplined approach to Ether sales and deployments, taking into account its own Opex Buffer targets as well as market dynamics. 

Currently, their strategies include solo staking, lending through Ethereum-native protocols, and periodically reallocating between projects to account for shifting market conditions. 

Notably, the foundation treats any withdrawals or shifts as tactical adjustments rather than endorsements or critiques of specific projects. 

Allocating Fiat-Denominated Assets 

The Ethereum Foundation outlined its policy for fiat-denominated assets. Diversifying its fiat reserves provides the group with immediate liquidity for operational needs while also maintaining longer-term reserves for future obligations. 

The team separates its fiat reserves into three distinct categories based on liquidity needs and risk tolerance:

  • Immediate Liquidity: Cash and equivalents for day-to-day operations.
  • Liability-Matched Reserves: Investment-grade bonds and fixed-term deposits aligned with longer-term commitments.
  • Tokenized Real-World Assets (RWAs): Carefully chosen assets governed by the same principles as crypto investments to ensure strategic alignment.

Transparency Practices for Better Accountability 

Transparency is one of the most important aspects in crypto for gaining trust within the community. The foundation has implemented a structured reporting system to ensure stakeholders remain informed about treasury management. 

The finance team produces quarterly reports for board review, offering insights into treasury performance, open and closed positions, and ecosystem engagement activities. Meanwhile, its annual report provides a higher-level summary, including major allocations across fiat and crypto assets. 

Upholding Cypherpunk/Defipunk Principles 

At the core of Ethereum’s ethos is its commitment to a decentralized and privacy-forward future. The post highlighted its continued dedication to advancing “Defipunk” principles, which build upon the foundations of cypherpunk ideology. 

EF’s goal is to promote privacy, open-source technology, and financial self-sovereignty. However, the foundation acknowledges several challenges in the DeFi space. Some of the problems mentioned were high gas fees, UX friction, and centralized vulnerabilities. 

To combat these issues, EF will advocate for and invest in privacy-focused projects that help protect digital and physical freedoms.
